Introduction: The Perceived Punitive
Measures
In the midst of the Haitian-Dominican crisis,
Dominican President Luis Abinader's decisions to close the border and initiate
a witch-hunt have been perceived as punitive measures against Haitians. This essay
discusses the militarization of the border and the suspension of visas,
stemming from the conflict over the construction of an irrigation canal on the
Massacre River, leading to significant economic and social devastation in the
border areas of both countries.

Extensive Violence and Arbitrary
Arrests: We condemn the government's extensive violence
against Haitian immigrant communities and Dominicans of Haitian origin. The MST
highlights the rampant mass detentions, illegal home raids, and arbitrary arrests,
all of which violate the Dominican Constitution, the Migration Law 285-04, the
binational repatriation protocol, and international human rights agreements.

Racial Profiling and Law Violations: Arbitrary
arrests, often racially motivated, are conducted by unidentified agents of the
General Directorate of Migration (DGM), the police, and the military. Despite
these violations, there has been a lack of action from the Attorney General's
office. We must remove untrained police and military personnel from
immigration enforcement tasks and adhere to migration laws and binational
agreements.
· Detrimental Impact on Civilian Population: We vehemently oppose President Abinader's punitive measures, underscoring their detrimental impact on the civilian population. These actions led to outrage and cruel treatment of thousands of people. The collective punishments are not only in violation of Dominican laws and the Constitution but also breach international human rights.
Conclusion: Advocacy for Dialogue and
Equitable Solutions
Emphasizing the need for a peaceful resolution, we
urge the Dominican government to abandon the path of inciting racial hatred and
repressive vengeance. We advocate for dialogue and the use of mechanisms
outlined in the 1929 binational treaty, such as international arbitration, to
ensure the shared and equitable use of the waters of the binational river. We
emphasize the importance of avoiding criminalizing and repressing entire populations, including black Dominicans, Haitians, and Dominicans of
Haitian origin.
