Introduction : Haïti, une nation aux prises avec l'instabilité politique, les défis économiques et les catastrophes naturelles, fait face à une crise supplémentaire sous la forme d'une fuite croissante des cerveaux. Le départ d'une partie significative de sa jeunesse éduquée entrave non seulement les perspectives immédiates de redressement, mais menace également le développement durable à long terme. Cet essai propose une solution complète pour remédier à la fuite des cerveaux en Haïti en instaurant un Service Civique National, associé à la création d'opportunités d'emploi, afin de retenir et exploiter les compétences de sa jeune population.

L'exode des cerveaux : La fuite des cerveaux en provenance d'Haïti s'est accélérée au cours de la dernière décennie, avec un nombre substantiel de jeunes éduqués cherchant de meilleures opportunités à l'étranger. La recherche de Marcelin met en lumière le taux alarmant auquel Haïti perd sa main-d'œuvre qualifiée, en particulier celle âgée de 18 à 39 ans. Des facteurs tels que l'instabilité politique, la violence, l'insécurité, l'exclusion sociale et des initiatives parrainées par des États tels que le Canada et le Brésil ont contribué à ce phénomène, laissant Haïti dans une position précaire sans le capital humain nécessaire à la reconstruction et au développement [1].

Le Manifeste ‘Appel du Lambi ‘ et le Service Civique National : Pour contrer la fuite des cerveaux et tirer parti du dividende démographique, le Manifeste ‘Appel du Lambi’ plaide en faveur de la mise en œuvre d'un Service Civique National en Haïti. Ce service vise à contrer l'influence néfaste des gangs, à encourager le patriotisme et à fournir une alternative au service militaire obligatoire. The Brain Drain Exodus:

The brain drain from Haiti has accelerated over the past decade, with a substantial number of educated youths seeking better opportunities abroad. Marcelin's research highlights the alarming rate at which Haiti is losing its skilled workforce, particularly those aged 18 to 39. Factors such as political instability, violence, insecurity, social exclusion and state-sponsored initiatives from countries like Canada and Brazil have contributed to this phenomenon, leaving Haiti in a precarious position without the necessary human capital for reconstruction and development.

The Demographic Dividend:

Before delving into the proposed solution, it is crucial to acknowledge the concept of the demographic dividend.
