Introduction
The candidacy of the
Dominican Republic for the
presidency of the United Nations Human Rights Committee for the period
2024-2026 has sparked widespread concern and condemnation from various
international organizations and communities. Despite the Dominican government's
assertions of its commitment to human rights, the stark reality on the ground
tells a different story. This essay critically examines the numerous human
rights violations perpetrated by the Dominican Republic, justifying the
position that it is unfit to hold the presidency of the UN Human Rights
Committee.
Systematic Human Rights Violations
The Dominican Republic stands accused of systematic
human rights violations, particularly against Haitians and people of Haitian
descent residing within its borders. Reports from reputable international
bodies, including the United Nations, have highlighted a disturbing pattern of
mistreatment, extortion, theft, sexual assault, unwarranted searches, murders,
and arbitrary expulsions. Black persons even possessing legal documents or
Dominican nationality are not spared, creating an environment of fear and
discrimination.
Racist and Discriminatory Practices
The Dominican Republic's Racial Profiling and discriminatory
practices are deeply rooted, affecting various aspects of life, from education
and healthcare to employment and social services. Thousands of Haitian children
are denied their basic rights, including education and healthcare, due to the
racist policies enforced by the Dominican government. Legal Haitian workers,
vital contributors to the Dominican economy, face mistreatment, low wages, and
even violence in their workplaces.
Violations of International Agreements
Furthermore, the Dominican Republic's actions
demonstrate a blatant disregard for international agreements and conventions.
The government's unilateral decision to close border points and halt the
construction of a canal, which both nations have equal rights to according to
UN conventions and the 1929 binational treaty, illustrates a complete disregard
for international law. The Dominican Republic's violation of the treaty's
provisions has not only strained bilateral relations but also adversely
impacted the lives of people on both sides of the border.
Conclusion
In light of these severe human rights violations,
discriminatory practices, and violations of international agreements, it is
evident that the Dominican Republic does not uphold the principles that the
United Nations Human Rights Committee aims to promote. The international
community must not turn a blind eye to these atrocities. By rejecting the
Dominican Republic's candidacy for the presidency of the UN Human Rights
Committee, the international community can uphold the fundamental principles of
human rights and work towards a more just and equal world. The responsibility
lies with UN member states to safeguard the principles of self-determination
and assist Haiti in its ongoing efforts to establish itself as a sovereign
nation founded on the principles of LIBERTY, EQUALITY, AND FRATERNITY.
